[Boatanchors] OT: Whole-house bucking/regulation

Pols generally want the opinion/report of a licensed professional, even if
they are incompetant. You can have a better lab than NIST, but it's
useless w/o the right stamps.

It's about process, not engineering capability. That's a standard
government copout.
