[Boatanchors] OT: Whole-house bucking/regulation

Down here in Delaware I just put a meter across the 240 and read the 
numbers then I call the power company Conective and they send out a 
electric man who reads the voltage at the meter if high he calls the 
control group to locate the correct capacitor bank and switch them. As 
for RFI interference they have a group that runs a spectrum analyzer out 
of there truck and they will locate them including the RFI from someones 
home. They were bit several years ago from the FCC over a Ham and a 
customer /radio listener and the station.
I have never had to get a license electrician to file any papers.
