You must be more specific.  Just "capacitors" in general? (Electrolytics, 
mica, ceramic, etc.) all at a low test frequency (60 hz -1Kz?)  Any of the 
old bridge type capacitor checkers are OK.  The Sprague  brige probably the 
most versatile.  There is a surplus bridge (ZM_10?) that will be about the 
best, but they are sometimes hard to find.

None of these will be of any value for precise measurements at RF 
frequencies.  This will require something a little more complex and 
expensive.

Heathkit and Eico used to make the simplest and perhaps accurate enough for 
service work.  If you are contemplating "service work" then the cheapest of 
these will do a good job.
