What Pete said is good advice.
	If you're more concerned with electrolytics, and checking when 
installed, an ESR meter is indispensable, IMHO.  It'll let you know 
while things are connected, but it won't check caps under about 1mfd or 
so, and not .01 bypasses, etc.  Those will have to have one lead loose, 
and use what Pete recommended.
	There are a source or 2 (google) for kit ESR's in the $50 range.  Easy 
to assemble, and good for any low resistance (milli-ohms) measurements, 
e.g. if you have several electrolytics at different places along a line, 
you can tell which one is bad.
