[Boatanchors] Capacitance meter / tester

Another good military one is the I-49-(*), later called ZM-4(*)/U .  One 
thing to keep in mind (especially if you are using any current test equipment) 
is that current leakage standards for electrolytics would have rejected all 
production in the period most of our boatanchors were made, even military 
ones.  So if you have a relatively late instrument, you need to get a copy of 
the accept/reject chart from one of the older ones.  Else it's a waste of 
time to test the old components.  If you are going to replace all rejects, 
just start cutting.  :-)
