I buy from Mouser all the time too. I live in Houston. The average shipping charges are around $7.00. I ordered some parts this last Thursday evening and I had them the next day which was last Friday. I always order on line as I can see if the part is in stock or not. If not, I usually pick out a substitute. One thing happening though is, they have less and less axial high voltage electrolytic capacitors and their prices are rising on some of them sharply. Because of this, I just ordered $200 worth of high voltage electrolytics and resistors from Just Radios this week. For a decent size order they won't charge you shipping. I paid for regular shipping and they sent my order out Air Mail for the same amount as Surface mail. At one time there was not much difference in price between these two companies. There is a BIG difference for some values of capacitors now. Also Just Radio has now started caryying resistors as well as capacitors. On modest sized orders, Just Radios gives you a discount for goods purchased. It also seems as though Newark Electronics does not seem to be temporarily out of things as much as Mouser. Mouser will back order if you wish and send the first backorder freight free. However if a second item was backordered, you will pay shipping charges for it when available. Mouser will hold the entire order and ship once when all backorders are received if you wish this to happen.
