I get orders from Mouser all the time. The shipping is well under $10, often well under $5. However, if you are out of this area and specify either FedEx Ground or UPS, then the charges are greater. This is due to FedEx and UPS, not Mouser. Call in your order and specify USPS as the shipper and you will have low charges. Mouser only charges what they have to pay. FedEx Ground is cheaper than UPS.
Unfortunately, for those of us in the Dallas, Texas, area, the mail has to go through the Dallas Bulk Mail Center and generally takes from 3 to 5 days! FedEx and UPS are overnight. However, their "local" delivery charges are considerably less than what they charge for interstate service. For areas not covered by the Dallas Bulk Mail Center things are delivered much faster.

Mouser has expensive shipping. I think that it is about $15 minimum. Try
DigiKey. They tend to charge a more fair price for shipping, but the
selection is slightly smaller for radio hobbiests. They still have an
excellent selection and good prices.
