[Boatanchors] tube tester readings

At the T.o.s in our PMEL that measured high resistences and conductanct, were calibrated in Siemens, though sometimes the instrument itself simply said (conductance).  The Fluke 5700 series of instrument calibrators has a cal setting for s, but not for mho, IIRC.  Been 5 years, though.
