I have the same issue in my garage and radio area, both of which use
the older fluorescent tubes. Definitely an annoyance when the temps
get cold down here, something that seems to happen more and more in
recent years (still waiting for that global warming we were promised).

CFLs have come a long way in recent years from what they were a decade
ago. I installed one in an overhead lamp last year and was impressed
that it was instant-on like a regular incandescent. They've worked out
some of the issues with the frequency of the visible light too, though
I still read reports of fatigue and other issues as well as screwed up
sleep patterns.

CFLs have their place, they're just not the silver bullet. They've
been pushed by the hypocrites as some kind of free lunch solution and
they're not, anymore than alternative energy or hybrid cars are the
answer. Merely part of an overall solution to a long term situation.
If you check into the energy usage and toxic waste issues created by
some of these new solutions, they really don't solve any problems.
They just move it elsewhere.
