[Boatanchors] Replacing 866s with 3B28s thread drift to CFLs

I gave up on CFLs in my garage.  Starting in mid-Autumn
they got really slow to come up to even a reasonable
brightness and by mid-November they were lucky to provide
even very dim light.  By December, a 7 Watt night light
bulb would have given almost the same amount of illumination.
With just occasional on time (short periods, at that) they
failed within less than 6-9 months.  I now use incandescent
250 or 300 Watt lamps 130 Volt bulbs.  They last for several
years, cost considerably less, and provide a lot more light.
 
I have a FEW CFLs in small lamps inside the house, but none
where enough illumination for reading or working is needed.
