Barrie,

Consider some 1/4 plastic water hose as used to pipe water to the ice maker 
on the refrigerator. Shove some brass rod down the center to make it stiff. 
A couple drill bits would also work.

It will not sand or file well if you need to adjust the size. but can be 
heated gently and rolled between a table top and a flat metal tool to reduce 
the size.
