The IG-42 only goes to 31 MHz and is reasonably low distortion. All
output frequencies are fundamental.
It's possible that the power supply filter capacitors are dried out and
the output signal has 60 Hz ripple on it that is confusing the counter.
Be sure and try counting in the CW position, i.e., no "intentional"
modulation.
