Mark,

Yes, the numbers do flip around and never locks in....and nowhere close to the frequency  that I have dialed in....like 5 Mhz.  Just never locks in at all.  HMMMMM.  I wonder what I should do?  Get a different one?  Recomendations?  I do have a 259B which could be used as a generator I guess.

In our day and age it seems that Common Sense is in short supply. If you don't have any Common Sense - get some Common Sense and use it. If you can't find any Common Sense, ask for help from somebody who has some Common Sense. Is Common Sense divine?

Lee,

Is the counter displaying anything? Perhaps numbers that seem to keep changing
?
My guess is that there is a lot of harmonic content being generated by the
IG-42 and this prevents a stable reading on the counter.
This is typical for the lower end generators.  I just helped a friend out last
week who had a similar problem
He had another generator that we tried and was successful in getting a stable
reading on the counter.
He then could proceed to do the alignment on his s-38e receiver.
