Lee -

The IG-42 has only the step attenuator between the meter and the output 
connector.   If it is set to the "X10,000" position, the resistors in 
the attenuator are all bypassed, and with the meter set to "10" you 
should see almost 0.4V p-p at the output connector.  This is plenty to 
drive any counter or scope.  There are only two short pieces of coax 
involved, so not much else to go wrong once you switch out the attenuator.

This is really a very nice little generator, very well shielded and 
reasonably calibrated.
