[Boatanchors] Ebay problems

Frankly, I see little hope in complaining to eBay or PayPal. IMO, the best
approach is through the governmental agencies:

FTC on restraint of trade
and
Congress on the issues of PayPal being effectively an unregulated monetary
system w/ few to no safeguards for rights.
