[Boatanchors] New official acronym

The problem is that most service people don't have the special tools to
replace a SM IC. If they could even trouble shoot it to the component level.

It's like we did on the flightline in the 50's. We switched out BLACK BOXES
and the Field Maintenance shop replaced the bad part which was generally a
tube. I don't remember having to change a resistor or capacitor except as
part of a TO mod. Then we had to do it with a 200W American Beauty soldering
iron and a pair of "Lineman's" pliers!
