[Boatanchors] New official acronym

Strange, was just talking about that very same problem no less than an
hour ago with a young technician asking about a job.  It entailed "down
to the component" skills and he wondered why.  All his current work is
done with module replacment.  Said had some very large Tupperware
tubs full of modules they carry for "fixing" things.  Only problem I guess,
they don't know what to do if the module does not cure outage.  Humm
guess the '50s and '60s training might come back around.
