Let those so interested check out Common Cause.  Their petition is 
straightforward
without confusion.  The moveon version seems to have been composed by 
their janitor
as an "oh by the way" after he finished cleaning all the commodes 
during the midnight
shift! :-)  Common Cause, typically associated with liberal causes, 
occasionally brings up things we can all agree on and undoubtedly has 
much more credibility than moveon.

Incidentally, even a few conservative group petitions have the same goal.

Let's put this away and get on with things.
