You can get the screws (10-32) and the cup washers at
just about any home improvement center.  I get mine at
both Home Depot and Lowe's.  The cup washers are also
known as "finishing washers".  The "gaskets" are
another matter.  I have made them from cork sheets
which are at some home improvement centers and at a
lot of hobby shops.
