This is generally a function of the program you use to print it.  Many 
programs scale the image to fit the printed page.  Others give you some 
choices.

In general, you don't want to shrink the image because it is likely to 
become unreadable.

If you use Windows Paint to print it, you can scale the image to the paper 
with the 'Page Setup'.  However, if you have an older version of Windows, 
Paint might not support the JPEG.
