If you can DL the whole file, you then open it in an image processing program and
shrink it there, then print it. It can be done in Photoshop, but it's overkill. You
might ask someone to do it for you.

Another option is to attach the file to an email and send it to your local Staples
or Office Depot or Kinkos for printing.
