Where did you hear that?  I have never heard anything about changing line 
voltages...

The nominal voltage in the US is 117V/234V.  All recent installations are 
the two wire dual voltage systems.  Some rural areas may drop to 110V.  I 
think 120V specification is just 117V rounded up.
