[Boatanchors] A 21st Century Tube Tester

I think this has been sort of done already- there's a web 
site(somewhere!) that has details of modified semi-automatic type 
testers interfaced to modern electronics-I think it was a site 
focussed on tube amps for the audio crowd.
 But starting from scratch is probably a better way to go.
