Bob, that is right but the third conductor may be through a person's body
to the plumbing or to a water puddle or whatever. That is why they are
right about the GFI not measuring ground lead current, just an imbalance,
since the imbalance is a more certain indication that juice is going
somewhere that the wiring did not intend it to go.
