[Boatanchors] Transformer repair

>From Joe w5jdy,  I am trying to repair a couple of old HV Power Transformers
that have rotten lead wires...
I have acquired the wire that I need but would like some advice of what to
use to seal the transformer winding insulation
back after pealing it back to replace the old wires....   I can cut the
insulation paper as far from the connections as possible and when I want to
put it back,can I use some clear shellac to glue it back down...  Boy O'
Boy,does anyone understand that last sentence???   Will shellac pass any
HV,will it get soft with heat,will it stick that insulation paper back
down,etc...   As always,Thanks for any comments..  Maybe someone has done
this before any have a better way???  The ac voltage I am dealing with is
under1800 volts..
