Hi fellas,
While there is no standard for S-meter calibration, manufacturers generally 
accept that each S-point is equivalent to about 6 dB. So, to go from S6 to S7, 
all other things being equal, you need to increase tx power by 4x. In the 
example you have quoted, to go from S4 to S9, that's 5 steps, ie, about 
30 dB; that corresponds to increasing your tx power by 1000x, ie, from 
1 W to 1 kW.
