Nope!
That is probably a DB-23 preselector. The converters
all have a large dial with a large tuning knob like
the VHF-152 or VHF-152A. You set the receiver at 7.0
MHz and then tune using the dial on the converter.
The preamplifiers use three 6J6 tubes and only
"amplify" the r.f. coming into the receiver. They
definitely do not function as a converter.
