I don't believe I'm colorblind, but I'd guess the answer to your 
question about traffic signals is "the Red is the one on top"!

Back in the 60's, that wouldn't work, at least in parts of Florida.  
There were many lights that were "upside down" on two opposite sides.  
I'm sure some "value engineer" thought he had earned his keep (with that 
arrangement you only need three bulbs), but no telling how many 
accidents resulted!!
