[Boatanchors] Re Assistance On Mailing Ham QSL's Overseas Sought

There really is no good place to pose this question, so I apologize for
stretching the bandwidth a bit. 	
	
Because of the 8Th Area QSL Bureau destroying all of my QSL cards and not even
bothering to notify me I had any there, and not being able to find the addressed
and stamped envelopes I already sent them for three months after they had
arrived, I would like to avoid them as much as possible in the future. Hence, I
would like to send a card direct to the Ham overseas with a ready to mail back
envelope included and two dollars for return postage.	
	
I am sure some of you have had experience with overseas QSL exchanges and I
would very much appreciate your wisdom and suggestions. 	
	
I guess I am wondering if overseas Hams who use the QSL bureau would QSL direct
if I included the return envelope with postage money?
