There are some really good sites out there with a LOT of information on
dealing with QSLing hams in other countries. They even get down to the
specific countries. Try contesting.com as a start. If that's no good, do
some Google searching. I was amazed a few months ago at the amount of
information I found on this subject.
Although you are obviously frustrated with the ARRL QSL bureau, I would also
suggest you once again send them some envelopes, even if you don't intend on
using them. They are still the most popular means for foreign hams to send
QSLs to America. So even if you attempt to tell them on the air "No buro" I
suspect that many will send their cards there anyway. I also think there is
very little chance of your problem happening again Duane. Of course that
never does seem to help the guy who has the good fortune to be "one in a
million."
