Morse code is, in today's terms, just another digital mode.
While it can be sent by hand, in contrast to higher speed modes,
I think exams should treat the concepts of digital modes
generally, Morse among them.
ARRL is now placing a matter before the FCC to designate bands
and subbands by the bandwidth used, rather than by the mode of
transmission. This will tend to enable new technologies (and
old, like CW) to find space based on how they make efficient use
of bandwidth. I think this matter should be supported.
Examine voice? It sure wouldn't hurt. I have no idea as to
setting standards of speech and then testing individuals. It is
definitely true, however, that many hams could use a few lessons
in diction and enunciation. Operating practice exams could
include proper microphone technique, including the design and use
of speech processors. Beyond that, manufacturers should be
encouraged to improve microphone design as well as the input
circuits - including tailoring to individual voice
characteristics.

My question is why do you like voice operation, and why shouldn't
everyone be required to operate on voice? Should there also be a
voice test, and what would it consist of?
