Why I like voice over CW should be obvious from the fact that it took me 24 
years to pass 5 wpm.  I have since found that theere is a common quirk in 
musicians'minds that can try to impose on sounds a rhythm that isn't there.

A voice receiving test could be a matter of interpreting a recorded pileup 
including QRM, QRN, and QSB.  It should include use of standard phonetics.

The real test for voice, though, is impractical for the normal test venue:  a 
simulation of smoothly breaking into a net / roundtable already in progress.  
This need not be high tech: a bunch of guys in an outward-facing circle from 
the person being tested, each with a prescripted part, would be sufficient.  
Maybe this needs to be part of the basic ARES training.
