In other words, there is no actual need for an amateur radio operator to
perform this "service". Anybody, such as CERT, can perform this duty, and
pass the information on to the appropriate authorities by appropriate means.
Quit trying to shanghai amateur radio into this mix, and I have no problems
with it. But, based on my experiences in previous emergencies, amateur
radio operators won't have time to fool with FRS monitoring, and should not
be tasked with it. Most hams on emergency deployment will be more than
occupied with a single radio on a single channel. Adding more radios
(especially something as chaotic as FRS is likely to be) is not a productive
use of their time.
