I am not saying that at all.

I am saying that the ham, for example, me, listening on FRS Channel One 
on my FRS radio will hear the call for help.  Using my FRS radio, I will 
assure the caller that help is on the way.

Using my amateur radio radio or my commercial Public Safety radio, I 
will call for rescue at the location of the victim

No Federal Communications Commission rules are broken

AND

the CITIZEN is SERVED.
