Goodness! Now the Whitehouse is pushing BPL! Please read Eddie Manley's
narrative on this issue and FCC Rule Changes. Let us in OK follow the
directive of Jim Haynie-W5JBP League President and speak loudly! After
Eddie's write-up I have a couple of items for you. WB5SYT

BPL Update ................
President Bush is advocating BPL in the United States .... See the full

A Call to Arms
In direct response to the Bush speech, the ARRL is asking its members to
support Haynie's request for the White House to withdraw its support for
BPL technology. "Using power lines to distribute broadband services is a
bad idea that should not be encouraged," said Sumner. "Federally
licensed Amateur Radio operators need to tell him so--and also need to
enlist their Members of Congress in reversing this bad administration
policy. It is important for radio amateurs to get the facts across to
the White House as well as to our Congressional representatives and
senators."
The ARRL Web site provides an information package explaining how members
can contact the White House and members of Congress to express their
views on BPL deployment and why they need to do so.
"Do it now!" Sumner urges in his call to arms. "We need thousands of
responses from all parts of the country, right away, if we are to make
an impression."

of responses to reach the White House and Congress in the next few days.

New Rule Changes Proposed
The FCC has released an "omnibus" Notice of Proposed Rule Making (NPRM)
that seeks comments on a wide range of proposed Amateur Service (Part
97) rules changes.  The NPRM is not related to the three amateur
licensing restructuring petitions which have been filed.  This is
entirely an FCC initiative, and is VERY wide ranging.  They have
dismissed several of the filed 'restructuring' proposals, and have come
up with several different changes which will affect amateur radio. The
FCC Notice of Proposed Rule Making in WT Docket 04-140 is available on
the FCC Web site.  Interested parties may comment on the NPRM by
Tuesday, June 15, via the FCC Electronic Comment Filing System (ECFS). 
Click on "Submit a filing."  To view filed comments, click on "Search
for filed comments."  In either case enter the NPRM number in the
"Proceeding" field as "04-140" (without the quotation marks).

You can see more about the Part 97 Rule change and the BPL proposal on
the ARRL web site http://www.arrl.org .  And, you can file comments with
the FCC at http://fcc.gov/cgb/ecfs/.   To date, only W5SSG's, and my
comment are filed electronically from Oklahoma on the BPL proposal  --
there are 401 filings, nationwide, on Docket 04-37.  There are 41 filed
on the Rule Change -- 2 from Oklahoma -- most all that I read are
positive for the Rule Changes.  MAKE YOU VOICE HEARD -- FILE A COMMENT
