[ARRL-OK] SB-389

Commercial and Rural only - come on. That's not where we have problems.
Where there are problems are city zoning or other ordinances and CC&R's.
And make it clear that it applies (as in, no unreasonable restrictions on)
ALL amateurs.

I'm registered with ARES and RACES - but I still feel that any wording that
singles out certain sub-groups could be turned around and used against us by
a sharpster lawyer. Don't give them the chance.

This law needs specific wording to exempt all amateurs from all unreasonable
zoning restrictions, state, county, city or local (CC&R). If it only
applies to cell towers and AM commercial radio stations, then it should SAY
SO.

I feel it should also have a specific exemption for local emergency
services - as in fire, police and ambulance. They have to go through city
zoning, too. I once worked for a volunteer fire department in an upscale
suburb that wanted everything to be "picturesque", so no antenna towers.
Then we told them we could not safely put out their $1/2 million house if it
caught on fire, because of the hill between their sub-division and our
dispatch center. They didn't want us to put up a tower on top of the hill,
which happened to be at the back edge of their development.
