I got this today from one of the EM lists I am on. The fellow
is a State EM in CA.
"Why worry about terrorists when we have plenty of idiots to go
around? A
lot of people speculated about the possibility of terrorists
starting all
of these fires. That ignores the fact that California burns on a
regular
basis anyway. We don't need terrorists to do what mother nature
does on her
own. Also, many of these fires were set by arsonists or by
accidents. One
of the big ones in San Bernardino County was set by some
knuckleheads
tossing lit matches out of a moving vehicle. The big one in San
Diego
County was started by a lost hunter shooting a flare to attract
rescuers.
No need for Al Queda - we do quite well at self-imolation.
Everyone appreciates the desire of volunteers to pitch in but
one of the
sad facts of emergency response now is that incident commanders
may be even
more reluctant to accept unsolicited help. With all of the
concerns about
terrorism nowadays most managers would be even more hesitant to
accept help
from people they don't know."
