Those people who own these radios are not transmitting on the ham bands. =
They simply own the radios and use them only for the purpose of =
emergency management business.

They are worried about owning the radios, which are ham radios modified =
for out of band operation, without being a liscensed ham.=20

Let me clarify, these people are not using these radios to make illegal =
transmissions on!
They simply wanted to know the laws on owning one for use where they are =
permittied to use them.

 I have told them they are not type accepted and therefore not to be =
transmitted on anywhere for them.=20
