Hmmm...

Actually the taxpayer picks up the tab no matter what, including the shop 
that made the mods if they're in the same location.  the tax payers get it 
all!

But you knew that.

We pay if the service buys the radios cheap and uses them.
We pay if the service buys type acceptance radios for more bucks.
We pay if someone turns them in to the FCC and they have to pay a fine.

It's called taxes.  And we all pay it including the guys buying, modifying 
and operating the stuff.

We pay and we pay all the year long throughout the night and the day, we pay.

That's all I have to say  :)
