Those people who own these radios are not transmitting on the ham bands.
They simply own the radios and use them only for the purpose of emergency
management business.

They are worried about owning the radios, which are ham radios modified for
out of band operation, without being a liscensed ham.

Let me clarify, these people are not using these radios to make illegal
transmissions on!
They simply wanted to know the laws on owning one for use where they are
permittied to use them.

 I have told them they are not type accepted and therefore not to be
transmitted on anywhere for them.
