Would be news to the FCC.
GMRS rules are here
http://www.provide.net/~prsg/part95ae.htm
GMRS frequencies are listed here
http://www.gmrsweb.com/gmrstable.html
The short answer is that they all start with 462 MHz.
Amateur frequencies, as you well know are from 420MHz to 450.0 MHz
People operating GMRS can be very helpful in an emergency because you =
can send out a non amateur to do something if you have a good base/ =
repeater so I do not want to "dis" anyone. I think it is in ARES =
interest to work with these folks and educate them and not act as =
"cops". Since there is no real dedicated GMRS mobile radio, the radios =
that are being sold are sold as equivalents to 70CM on most =
GMRS-dedicated web sites which consider our kind of licensing procedure =
"an artificial barrier" (Not a very helpful approach). The cost of the =
radios will restrict the market and probably prevent it from becoming =
another CB band.
GMRS folks are supposed to know the FCC rules but all they have to do is =
fill in a Form 159 and not interfere with commercial users.
I could easily envision some unscrupulous dealer selling that gear to =
your GMRS friend and telling him that is what it was and what it did. =
So he could be clueless But that doesn't make it right.
