[ARC5] HP 23 for ARC5

FYI.  I use 500V regulated to my T-22.  It draws 100mA from the plate while
producing almost 30W out.  Then you add 1625 screen current
(separately regulated) and 1626 plate current to that, but it's all well
below 150mA in my setup.
