Something like the Indexing Spin Jig would be used to position a blank disk where the smallest step corresponded with a
dot.

Economy Model Indexing Spin Jig
A small saw blade whose width corresponds with a dot is used to cur or not cut the disk.
Once you have a disk a different machine could be used to make a copy in much less time that the making the master disk.
