Something like the Indexing Spin Jig would be used to position a blank disk where the smallest step corresponded with a dot.

A small saw blade whose width corresponds with a dot is used to cur or not cut the disk.

Once you have a disk a different machine could be used to make a copy in much less time that the making the master disk.

   This is a better site than the ones I found for Omnigraph. They were widely advertised as learning tools. Probably easy to adapt it to keying a beacon. It does appear from the pictures that its an Omnigraph disc. Now, how did they make it?
