[ARC5] Message in a bottle

All,
I recently acquired a BC-453B that had been wired for 12 volts. After rewiring for 24 and confirming that all was in working order (20uV to the antenna and 10mW out), I noticed the attached had been scratched into the bottom cover. Does anyone have any info?
