First thanks to those of you who responded with suggestions and help.
I have reviewed the U-Tube videos, checked the settings on the padder capacitors, and have redone an IF and RF alignment per the SCR-274-N manual.  The high side (520 kc) peaks right on but the low side (210 kc) peaks at about 216 kc.  My check NDB is DPY at 365 kc and still reads about 8 kc high on the dial.  Ken Gordon (often on this forum) helped me a lot in bringing my 453 back to life told me the dial reading is usually very close.  So I guess is still have some poking around for the cause.
Kind of as a footnote, I am the FCC/FAA approved maintenance technician for DPY having moved it from another airport (Felts Field, Spokane) to Deer Park, WA, and got it all running.  I also fly and have used ADFs for years so just for fun (?) maintain DPY.  I listen and log other NDBs just for fun on the 453 also.
73, Skip W7WGM
