[ARC5] Differences between groups

Bill,
I'm a latecomer to these lists and am interested in their origination. Were they started by different people or at different times? Was the ARC5 list originally intended for the Navy command sets or because it was the popular name used by Hams for all types of command sets. It rolls off the tongue easier than SCR-274-N.
