You might not need to remove the tuning capacitor I was able to clean old dry lube out of split anti back lash gears with repeated application of solvent
I used alternating acetone and penetrating oil with final clean with denatured achohol

Probably the movable plate is stuck to the fixed plate due to hardening of the oil or grease. It is many decades since I last did one but memory says that to get at it, you have to first remove the tuning dial and then remove the tuning capacitor assemble from the receiver. Then you remove the gear by removing the snap-slide that retains it to the front of the capacitor frame. Soak it in something like Varsol, periodically moving the movable plate relative to the fixed one. Do not over-stretch the spring. Once free and dry, lubricate with something like SAE 10 oil or instrument oil. As you reinstall it on the post, pre-stretch the spring by rotating the movable gear the same amount as it was originally (assuming that it wasn't originally assembled with no stretch).
