"Somewhere" there is indeed an article describing the installation of a WW2 Command Set dial on the ARC VHF receivers. It even has a diagram which can be used as a template for modifying the tuning cap frame, complete with drill and tap sizes. This was most probably published in 73 Magazine back in the 1960s, but don't quote me on this. Check out the "Index to Surplus" by Roy Pafenberg, W4WKM, which was also published by 73. I'd look at mine but it's buried right now....
How do I know this exists?
Because I actually did the conversion, per the article, on a 118-148 mc receiver. A NOS spare-part tuning cap for a BC-453, acquired through MARS, yielded its gears and other mechanical parts.
The tuning cap had to be removed from the receiver in order to do this. DO NOT EVEN THINK OF DOING IT UNLESS YOU HAVE ACCESS TO A DRILL PRESS. The holes must be PRECISELY located.
This worked very well indeed.
The receiver tuned quite smoothly.
Wish I'd thought of painting the receiver black.... hmm.... would be worth a small fortune on eVilBay.

I'm interested in your comment about the A.R.C. R-10 mand 11 receivers. How difficult is it, really, to romove the front panel plug and then change out the tuning cap? Might be an interesting adventure!

Yes, but since the tuning capacitor is identical to those in the BC-453, except
that the dial-mechanism is missing, substituting their original tuning capacitor
with one from a junk BC-453 then adding a dial results in a more "modern"
BC band ARC-5 receiver. ;-)
