Did not the USN provide material support to the USCG?  I recall tuning in a USCG cutter in the GoM back in the late 60's that was searching for a lost boat; it was on our GE World Monitor P-990A (as seen on The AmeriCans TV show) .  WX conditions were bad, and the USCG Captain had pneumonia, and they were pleading to return to base so they could get medical care for him.  I would guess that the USCG had to deal with civilian vessels equipped with only AM HF for a lot longer than did the USN.
